In Recovery: The Politics of Aboriginal Reform he leaves a powerful and personal testament addressed to all Australians. He criticises the Hawke government's procrastination and equivocation of the Aboriginal land rights issue.

A keen advocate of reconciliation and restitution and a member of the Aboriginal Treaty Committee, Rowley also wrote "In A Matter of Justice" (1978) where he reproached the Fraser government for not sustaining the commitment to land rights affirmed by its predecessor.
